4. Can not be engines that have not yet been registered (that is self assembled vehicles)

2) Registration manual book with a copy (in case registration cancelled)
3) Authorization letter if not done by owner with copy of ID

As for export license, anyone can registered with customs and do the export formalities provided the above conditions are complied.
